    2) Wilmers' strategies of management are as follows:
    Collective decision: He summons a weekly management meeting attended by the 12-member executive committee; every decision about an acquisition is made on thebasis of the discussion of 50-odd people from every part of the bank.
    Prudential lending and investments: M&T did not try to build a financialsupermarket; it didn't fall over itself trying to lend to anyone with a pulse.
    Orientation to the community: the bank decisions take account of the specific needsof each area; every area has its own advisory board made up of merchants whoweigh in on key loans.
    Building up a good image as a bank that cares: M&T spends almost $ 12 million ona community school, which transformed from a worst-performing school into one ofthe top 10 schools in the area. He supports local business community and createsjobs. His belief: the closer the bank is to the community, the more bank services thelocal residents are hkely to use.
    Maintaining good public relations: Wilmers hosts dinners in the M&T offices forpolitical and business leaders.
    All the above factors contribute to the success of M&T. Firstly, as the saying goes, twoheads are better than one.ln M&T, major decisions on loans and acquisitions are basedon the results of the discussions of executives and the people from every part of thebank. This tradition ensures every decision they make is sound and practical and free ofexcessive risks. Secondly, M&T takes into account the needs of the community in itsbusiness by seeking advice from the advisory board in each area and is actively involvedin the community affairs. In this way,it has forged a close relationship with hiscustomers, who are more interested in using its services and are less likely to defaulttheir loans. And also Wilmers' rapport with the local political and business leaders makesindifference to the operation of the bank, for the support and cooperation from localgovernment and business community are indispensable to every bank.
    3) The trigger for the financial crisis is believed to be the monetary tightening policy by thefederal government.
    Before the subprime mortgage crisis occurred, the real estate market was prosperous inthe Unites States. Banks made loans to borrowers who do not qualify for market interestrates because of problems with their credit history or the ability to prove that they haveenough income to support the monthly payment on the loan for which they are applying.
    Subprime loans or mortgages are risky for both creditors and debtors because of thecombination of high interest rates, bad credit history, and gloomy financial situationsoften associated with subprime applicants.
    To prevent the economic overheating, the Federal Reserve System decided to carry outthe tightening policy by raising the interest rate on loans and raising the requiredreserves rate.
